You can add skills whenever you want, until you have four. It's fine as long as it makes sense to you.

(If you would evolve into Glaceon, you would automatically gain the Ice skill. If you already had four other skills at that point, you'd have to replace one with it.)

You can buy permanent bonuses to skills too, at any time.

What kind of things would be useful?

The first door you pass is closed, so you skip it. The second is ajar. You peek inside. You see the sillouettes of about a dozen cocoons strewn acros remnants of desks, tables and chairs. The cocoons have red eyes and they are staring at you.

a bag, food, medicine, somthin' I can put in my mouth & use to pick a lock?

"uuumm..." 0_0' I take a deep, calming breath, enter the room, then attack the Kacoona using my fire kill

The cocoons don't move, they're sitting ducks. So no test required. You're not sure they're Kakuna though, probably Cascoon. Perhaps a mix.

You spew forth a gout of flame that ignites the closest cocoons. Some of the old and dry furniture ignites as well. The fire spreads quickly. Within moments, the're an inferno in front you. The air is filled with shrill shrieks and snapping noise.

Sure! You now have the Ground skill at +0. You can cause tremors, dig around, throw sand and mud, that sort of things.
